This article analyzes law no. 132/2018 “Security and immigration”, in comparison with the Italian migration policy of the last decades. By illuminating the characteristics, the “functions” and the consequences of this law (closing access routes and restricting the right of refuge; dismantling the reception system; worsening conditions for refuge seekers and segregation of this group; formation of a mass of ultra-precarious and hyper-vulnerable labor; criminalization of poverty and social protests), this article highlights the continuity of the immigration precarious migration policy, in force in Italy for decades, and also the radicalization of a long process of exclusion and criminalization of immigrants, which currently has as its prime target refugees.
